...obviously, there's at least one woman who poses a real threat to any spies. Phantom, no matter the year, no matter the incarnation, has a certain fondness for them. Specifically, a strong love of capturing them, torturing them, using them, and breaking them to her will! There's nothing more pleasant to a domination-obsessed mad genius than seeing a captive squirm on a table as peril approaches. There's nothing more evil than seeing someone's mouth disappear under a fat gag and hood; nothing so delightful as seeing a spy turned to a slave.
A single captive is worth a dozen nameless henchmen. Phantom has the resources to spare on acquiring smartly-dressed spies.
