“This is where you’re staying for the night, Rascal.”



The villainess turned her nose up at the cell. “Hmph. I’ll have bond posted before the night is up, and I’ll be back on the streets by morning.”



“I’m sure you will,” said Valeria. “And I suspect you’ll have paid that bond with the diamonds you heisted from the gem shipment last month.”



Rascal shrugged. Her hands were cuffed, but she still had enough freedom to flip her long purple scarf over her shoulder. “No way I’d have been able to pay the bond money with just the diamonds. They’re hard to sell.” Her bored expression turned to a smile.



Commissioner Valeria did not reciprocate the grin. Her police outfit shone with a gleaming, reflective polish. The black latex reflected Rascal like a mirror. She took a moment to run a hand through her red hair. “Assaulting an officer, by the way?



That’s a total exaggeration. The judge will throw it out.”



Valeria crossed her arms. “I wouldn’t be so haughty. This is your first time here since they made me commissioner.”



The villainess finished picking something from her hair, turning her green eyes back towards Valeria. She chuckled. “You’re here chastising me for a diamond heist that you have no proof I committed. And I’m wondering how many strings you pulled to get made commissioner. How much you spent on your little playroom here. Maybe you shouldn’t be so haughty.” Rascal tapped her tall boot against the wall of the holding cell. It had a few accoutrements that most holding cells did not - there were more of them, allowing more privacy for the accused.



They also featured a number of chain and anchor points in case those in those residents of the jail needed to be restrained. And they almost always did.



The commissioner pulled Rascal in close, hugging her against the wall. Valeria pinned her captive against the concrete, pressing her arm, latex-clad body against Rascal’s.



“You need to watch your tone. Things are different now. There won’t be any bailing out the county jail’s window or switching uniforms with guards. You’re only here for a night. If I want, I can have you put away for a long time. I could make you disappear.” Rascal rolled her eyes. “Yeah, sure. How would you do that? You’re no magician.” The grin didn’t leave her face.

Twenty minutes later and three levels below the surface, Valeria pointed to a cell with no name and no number.



“Prisoner A here is simply not fit for polite society. He’s a menace. I know this because I myself tried to reason with him. I tackled him to the ground, I cuffed him, I brought him in, I handled all the paperwork myself.”



“What did he do?” asked Rascal.



“Not relevant, and even if it was I wouldn’t tell you, Rascal. The important thing is that A is going to stay here for the long term, if needbe.  I’m paying personal and close attention to his progress, though. I want to find out If there’s any hope for release.



A moaned, groaned, and pleaded. He must have had trouble hearing them under all those layers, but Valeria still knew he could hear what they were saying.



After Prisoner A’s abduction, he had been locked into an advanced polymer undersuit for long-term wear. The shiny, rubber-like exterior was thick, unyielding, and quite restrictive. When he’d behaved against Valeria’s warning and wishes, she used him as an example to the rest of the prisoners. That meant publicly having him flogged and teased, set up on display, and eventually moved here to the Vault where he could stay for as long as Valeria wanted.



A hazard-yellow latex jacket kept his arms in a self-hug. It was tight enough that Rascal could make out the snug undersuit and its bands beneath it. Beneath the arms was a thick and heavy harness that kept him standing upright. It hung him from the ceiling, distributing his weight evenly along a series of massive and unbreakable metal poles.



It was a good thing he was harnessed, too; his legs were sealed up in a PVC sack that ran under the jacket. The lacing must have taken an hour to complete. Valeria noted that it would have been a waste to let him free when she’d spent all that time trying to rehabilitate and dress him.



Prisoner A had no name on the cell, and he had no face inside it. The heavy rubber hood looked nearly molded to his face; black, shining, and utterly anonymous. An attached blindfold kept him in the dark; a massive harness gag kept him inarticulate. Bags for sustenance and  air hung from the ceiling. Rascal noted that at least one had labels for ‘Aphrodisiac’ subtly scratched off.



Valeria hugged him from behind. “Prisoner A, how are you feeling this morning?”

“MMNNG. MMM-MMMMNGH.” He grunted. He strained. The squeaking from the rubber layers filled the room. A gyrated his hips.



“That’s good. Are you feeling more obedient?”

“Mmmgh….”

“Maybe it’s morning. Maybe it’s night. Hmm, maybe it’s been a year and the world has forgotten about you. Wouldn’t that be nice? You could be my little prisoner forever. You’d be a good prisoner then , wouldn’t you?”



A broke into a series of grunts, bucking against his bonds and shaking his waist towards the Commissioner. Valeria cracked a smile as she closed and shut the door.



“He’s becoming a bit violent. I’ll visit him later to calm him down. As you can see, he’s still in the process of reform. Let me show you another Vaulted prisoner that’s a bit more receptive.”



Rascal furrowed her brow. “I think I’ve seen enough .Take me back to my cell.”

Valeria cupped Rascal’s cheek. Nope. There was a tour to be given; one for the Commissioner’s haughty pleasures.







“So, is this where I’ll be staying?”



Rascal looked at a fairly empty ‘playroom.’ They all seemed like playrooms, no matter how industrial or institutional. All of them were here to serve the Commissioner’s ego and desires. Every prisoner on this bottom level was a testament to her need to tease and sadistically make others beg. This one was probably here to intimidate.



“Of course not,” said Valeria. “I know all the ins and outs of this prison - more than even the warden. This isn’t a room for you. You belong upstairs in that holding cell until morning. This room is special.”



Valeria tapped a series of thumps on the wall. The floor parted, and a small glass cylinder raised up from the ground.  Inside was the heavily rubberized, moaning, mewling, and begging form of a female prisoner. She had her arms behind her back in a boxtie sleeve and sat on her rear. Her legs were folded into a fetal position, with her breasts squished against them. A heavy-looking harness encapsulated her armbinder, running up to her collar and down to lock with a chastity belt.



She seemed practically immobile in all that latex and rubber. The hood had a built-in blindfold. Valeria slid open the glass door and stretched it back a bit. Two sheepish eyes met with Rascal’s.



“This is Phantom. She’s just a temporary guest down here in the vault. Tomorrow she’s going upstairs and she’ll be on display for everyone to see.”



“Mmmnff!”  Phantom bucked in her glass prison.



“That’s right! As you can see, she’s a needy prisoner. Her unchecked libido and lust led her to some unfortunate places. I’ve been edging her on and off. She’s primed and ready to burst with enthusiasm. She’s plugged up and penetrated - and loving every moment, I assure you. The poor thing is just an absolute slut for toys and bondage. The tighter the better. An absolute degenerate criminal with strange tastes.” Rascal shifted.



“Tonight, we’re moving her upstairs for everyone to see. The remote control to the many little stimulating toys will be on plain view for all to see and use. I wonder who’ll give it  a shot?”



Valeria ran a hand along Phantom’s chin.



“Maybe nobody. Maybe they’ll just enjoy edging you closer and closer to that much-needed orgasm and not let you have it. Or maybe they’ll make you enjoy yourself over and over until you’re a pathetic, mewling little encased prisoner. You won’t even want to leave by the time you’re done with your community service time.”



The commissioner let go and the rubber blindfold snapped taut against Phantom’s face. There was a short, sharp mewling sound from behind the fat plug gag.



“But that’s tonight. If you’re too squirmy at the thought of being taken out of the vault, then you might present an escape risk. We might have to add another layer.

Maybe the armbinder and those straps aren’t enough. I’ve got some good boots we can lace you up in, should you have ideas about running. And if there’s any indication for your return to criminal behavior, we can always add a layer of flex tape and bring you back downstairs for monitoring. Sound fair?”



Phantom could barely moan. She was panting with lust, squirming and stretching against her tiny little prison. Valeria slammed the door shut, and Phantom’s case lowered back into the floor.



“Now, Rascal,” said Valeria. “Would you like to go back to your cell until your bond clears?”



Rascal nodded. All she needed to do now was figure out how to sell those stolen diamonds by morning… or else she got the feeling she’d end up like one of Valeria’s other prisoners. Or worse.
