AFTER ACTION REPORT
Background:
MRU informant FG1435 reported that the wife of Charles MacMasters, a mid-level manager in the Justice Department, had been acting in ways that were unusual for her, and it was suspected that she was preparing to flee the country.
Surveillance was initiated on Gloria MacMasters by Justice, and she was classified as a probable defector as a result of that surveillance. Two weeks after that determination, surveillance was handed off to the Home Department for MRU action.
MRU Action:
Four days after taking over the surveillance responsibilities, Mrs MacMasters was seen boarding a bus bound for London. Agents in pursuit also boarded the bus, but the subject took advantage of a disturbance (believed to have been pre-planned) to slip off the bus undetected.
Alert MRU officers near Leicester Square spotted Mrs. MacMasters moving eastward in the company of three other women. The Unit on duty, Fourth Battalion, was notified and two Squads were dispatched immediately to the area: B Squad approaching from the west, and C Squad from the east. The four women appeared to be on their own, but the highly observant MRU officers noticed a male companion walking parallel to the group on the other side of the street, and then joining them as they headed south along Charing Cross Road. The MRU squads arrived and, in a well coordinated effort, efficiently blocked off both ends of Cecil Court shortly after the group turned into the business district.
The crowded street provided adequate cover for the four females and the male conspirator, who was most likely a KSN operative. Members of both Squads moved towards each other from opposite ends of the Court, while searching shops as they converged. Standard ‘Enter, Confront, and Search’ techniques were employed at each store with negative results.

The expertly conducted search failed to locate the women, or capture the KSN agent whose identity is still unknown. It is not known how the suspects eluded capture as the MRU thoroughly and professionally canvased the Court. The group most likely got lucky and found an alley to slink off into, or used the cover of the crowds to disguise themselves as law abiding shoppers.
COMMENTS:
The Justice Department had plenty of time to arrest Mrs. MacMasters prior to passing responsibilities for the surveillance on to the Home Department and the MRU. Resorting to a show of force such as was needed for this operation brought unwanted attention to the activities of the MRU and may have spawned rumors that the KSN had succeeded in its criminal endeavors. Notices have already been forwarded to MRU security checkpoints around London to apprehend the MacMasters woman on sight. Capture of the KSN operative is a high priority, as it is common knowledge within the Services that Justice has fallen well short in this regard, and now it seems they cannot even keep their spouses in line.
