An orc that thinks? To many, the very idea is offensive. There is sometimes voiced the notion that orcs are animals that walk upright, were that not an insult to the many taxpaying catfolk and dogfolk who lead productive, civilised lives.
For centuries, it was believed that orcs neither sowed nor harvested. Brutish reavers, surviving only on bloody frontier raids, dragging away plunder and people to be butchered and eaten alive. Any attempt to raise or rehabilitate an orc among humans always ended the same, with them degenerating into bloodthirsty monsters.
And yet, for all their savagery, their clothing and armour is crafted rather than scavenged. This naturally implies the existence of orc tailors and orc blacksmiths, orc charcoal makers and lumberjacks. How can this be, when they are said to be so instinctual in nature?
Through the use of orcish skinsuits, a team of researchers were able to infiltrate deeper into their lands than any previous expedition, taking a closer look at their culture and revealing a physically ingrained culture of dominance and submission.
Place two or more orcs together and they will instinctively fall into a hierarchy. The most aggressive of them will kill or bully all other rivals into submission and establish itself as the alpha, at which point it will grow, with its intelligence and aggression inversely proportional to its size. It will also exude a musk that stops any others of its kind from growing larger than it.
Those orcs at the bottom of the totem pole become more slender and feminine, with extreme variation noted amongst them. In fact, if exposed to sufficient quantities of musk, orc men may become more submissive and beautiful than even human women.
It is why orcs are cursed to nomadism. Too many in one place, and the musk accrues. To avoid wasting away and becoming a soft, supple city-dweller, an orc male must strike out on his own. But orcish cities do exist, deep in their territory and rarely seen by human eyes, where slender, graceful orcs perform the necessary, artisanal functions of civilization.
Why, then, do orcs fare so poorly among humans?
It is because we do not exude the regulating musk, and thus the body of a lone orc among human society will react as if unchallenged, growing without restraint until it becomes a feral monster and must be put down.
Since the biological restraints do not work, we must overemphasise the psychological restraints through the pantomiming of acts of submission. Any orc or half-orc living within city limits must be assigned a handler who will enforce daily acts of submission. All orcs, even free citizens, are encouraged to wear collars at all times and, ideally, female attire. Tusks must be filed down to an acceptable length. They should also attend the annual Shaming of the Orcs, where they are paraded naked through the plaza.
These practices may seem cruel, though we must remember that it is in their best interests. Orcs are, of course, permitted to choose their handlers and may request a change should they feel a handler has acted inappropriately.
