Livia Holt joined the service in 1967 as a junior Forensic Zoologist and distinguished herself almost immediately during the attempted breach of the TFPD containment facility by multiple hemovores (“vampires”).

Her first major report, Degenesis of the Hemovore: You Are What You Eat, established many of the countermeasures still in use today and remains an important text in modern cryptid containment. Holt was the inventor of the Hunger Bridle, a mouth restraint designed to restrict the vampire's ability to fully extend its fangs. This device allows her to fully dictate if and when a subject can feed and thus direct its subsequent degeneration under forced starvation of human vitae.

Over the following decade, Holt earned commendations for field bravery and xenobiology before a promotion to Director of Animal Control, a position she has held for nearly 50 years. During that time, she managed the modernisation of a department that has always been an anarchic, anachronistic gaggle of quasi-medieval monster hunters, earning their respect (and sometimes fear) as a coldly competent cryptid wrangler.

Holt’s aging ceased in 1970. She has not been observed sleeping and maintains a 24/7 work schedule, insisting that her work is too enjoyable to rest. She attributes her longevity to the regular intake of 'extract' taken from the hemovores in her custody. This is unorthodox practice, certainly, though she is far from the strangest officer we have working here, and the quarterly psyche and biochem screenings she undergoes to ensure no contamination are a small price to pay for her expertise.

It is clear that Holt derives a notable degree of personal gratification from the capture, subjugation and humiliation of dangerous entities, notably trapping the hemovores in containment in a variety of pathetic forms through forced starvation and feeding. Certain colleagues have intimated that her usage of vampiric extract has afflicted her with a sadistic streak. Following an analysis of historic psyche evaluations, I can happily refute that claim. Holt was a high-functioning psychopath long before joining the TFPD.
