I am inclined to believe Mr. Lopez is a victim, not a perpetrator. He is certainly no born criminal, evidenced by the fact that he mistakenly presented his own passport upon arrival at the airport, rather than the forged one provided by his captors.

Mr. Lopez has been forthcoming with actionable intelligence, describing the warehouse where the cartel allegedly stores thousands of confiscated genitalia. A successful raid on this site would make the cartel's leverage our leverage.

As a forthcoming witness, and an innocent civilian caught in the middle of this ugly business, Mr. Lopez has been placed under my personal protection until he can be transferred to the United States. Please instruct Witness Protection to prepare a comfortable life and family for a 19-year-old female.
