Case History:

Kenji Saito is wanted for crimes in over a dozen countries, primarily murder and cannibalism. He served as an enforcer for the Yakuza, mostly for the opportunity to indulge his true passion - human flesh. His modus operandi is to throttle his victims before turning their remains into sushi or other food items. Saito fled Japan in 2017, and has evaded capture by Interpol ever since. The case was escalated to the international arm of the TFPD when Saito began utilising advanced cosmetic surgery to change identities, ethnicities, and sex, allowing him to evade detection.

Psychological Profile:

Saito exhibits traits of sadism, psychopathy, and paraphilias. He is intelligent, manipulative, and possesses an extraordinary capacity for adaptation and mimicry. His cannibalistic tendencies are partly a pragmatic means of disposing of his victims, though also pathological, such that he can maintain an identity only a short while before his impulses compel him to kill again. He appears to have a predilection for male flesh. He is charismatic, having twice seduced Interpol agents who themselves were attempting to track and capture him, allowing Saito to acquire insider knowledge of the investigation via harmless 'pillow talk'. He shows expertise in multiple culinary disciplines.

Capture:

TFPD agents were alerted after a number of fans of 'Elena Petrova' noticed a severed thumb in one of her cooking videos. Elena's apartment was raided to find the partial remains of Oleksandr Markov, himself a popular Ukrainian influencer and Miss Petrova's fiance, who had not uploaded a video in over a week. By all accounts, the pair were very much in love, having conducted a high-profile relationship over social media for 14 months. Elena was tracked to a black market cosmetic clinic. The operation was coordinated with local law enforcement and Interpol.

On Feb 21, 2024, TFPD agents, in coordination with Ukrainian federal police and Interpol, raided the clinic while Saito was mid-procedure, attempting to transition back into a man and return to Japan. The surgical team, unaware of Saito's true identity, cooperated fully once informed. Saito was subdued without incident, thanks to his partial incapacitation during surgery.
