This may be slightly obscure, so for anyone confused it is a reference to an early episode of Black Mirror, where a woman is imprisoned at the White Bear Justice Park for aiding Iain Rannoch in his crimes, and is condemned to have her mind wiped routinely. Iain was even less fortunate in his punishment.

"What have you bastards done to me?" Iain's scream echoed around the empty operating theatre, as he clawed at his utterly altered body.
"Oh, don't start crying. Crocodile tears are making me sick. There were no tears when you did what you did," a cruel voice rasped from hidden speakers. "Iain Rannoch, so inhuman were your crimes, you are deemed unworthy of being a human. Since you took such glee in recording your actions, it has been decided by a jury of your peers that you are to be placed on public display within the White Bear Justice Park. For the entertainment and moral education of all."
The walls of the room fell away, revealing the steel bars of an animal cave. There was a mound of straw for bedding, a food bowl filled with rotten fish heads, and a lump of plastic painted to resemble an iceberg.
Beyond the bars, he saw men dressed as zoo keepers, jeering. Straining to see beyond a sea of harsh white lights, he saw a crowd of onlookers holding up phones to capture his torment.
