Once a tobit criminal named April Fine, she managed to make an enemy of Philanthropfist. When cornered she begged for her life. The villainness, saw great potential in her. She did pretty well in messing with her operations many times, and thought it would be a good idea to have April work for her, As a tier 4.

Unlike the other Tier 4's she loves her life as Milly's servant, mainly for the fact that she has control over the goons. Most of the goons are men, so she enjoys her complete control of them. She's Milly's most loyal servant, but also by far one of her most incompetent. An idiot with a huge ego. What she lacks in intelligence, She makes up for in charisma. She's so persuasive, she can convince you, the sky is green and the seas are pink. She's mostly allowed to do her own thing as long she keeps the money flowing, and follows the orders of Milly and Mr. Fullthrottle who is actually mainly in charge of the criminal operations, even though she controls the foot soldiers. They do not get along, to put it mildly.

Bio: Ms. Dummy Wummy is a cackling madwoman who lives to make her master laugh. Rose often brings her on stream to humiliate her in funny ways.
