Kat dropped the shift and landed on her feet on one of the many rooftops of Auldnoir, sighing to herself as she crouched, perching to look down at the narrow streets, where the townspeople quietly went about the end of their day. She reached out her hand and gently scratched Dusty's ear, the cat-like creature rubbing up against her.
"Time sure flies, doesn't it, boy? Another day over already." She stretched and sprawled out on the central beam of the roof. "Sure wish we had more money for dinner, though. Aki needs to stop being so stingy."
"If that's all you have to worry about, then I'd love to trade your problems for mine."
Kat jumped up at the sound of the cold voice, hopping up on her feet, facing the other side of the roof. Between the two chimneys, her arms folded and a piercing gaze trained on the dark-skinned blonde, stood a tall, pale woman, her black-and-red hair and billowing sleeves flapping in the gentle wind, around her skimpily-clad body.
"You again? Why do you keep chasing me around!?" Kat clenched her fists, staring up at her.
"I'm done trying to make sense of you", Raven proclaimed, lifting slightly off the ground, surrounded with a blue shimmer, "I'm just hear to take care of you for good."
"That should be my line. Just leave me alone, already!" Kat hopped up, shimmering red, shifting gravity to take her backwards quickly. Raven followed suit, getting some distance - or rather, momentum - before reversing the shift and falling straight towards her opponent, for a dive kick.
Shifting again, just in time, Kat dropped down, waiting for Raven to follower her. When she did, she ducked away from one of her arms and quickly countered with a few swift kicks, though all of them were parried. Feeling like she was losing ground, she ducked down, before leaping into a backflip, trying to get the dark-haired attacker with a kick in the same movement.
As both backed away and jumped up again, gravity shifted in both directions, taking them away from one another, before stopping, floating in the air. From her position, Kat could see Raven stop and start falling towards her again. She smirked, seeing her opening.
Taking the bait at first, she did the same, letting herself fall towards her, both of them very quickly heading towards one another, their legs outstretched. Just before they collided, Kat stopped her sideways descent, rolling aside to dodge Raven's kick. Using the brief advantage, she twirled around, delivering a wide kick into her opponent's stomach.
Raven gasped in pain and slammed down onto the roof, losing control of her shift. She started sliding off the roof, before catching herself on a windowsill. Kat landed back on the central beam, looking down at her.
"Oh, weren't you going to deal with me for good?", she taunted, "Looks like I'm not as-"
A loose tile struck her in the back of the head and she slumped down almost instantly, rolling down the side of the roof, before getting caught in Raven's arm.
The first thing she noticed when she came to was a heavy pounding in the back of her head. She was a sturdy girl, even though she didn't look it, she didn't get injured too easily, but whatever had struck her hit just the right spot.
Her body still numb, Kat fought to open her eyes, her vision blurry at first. She couldn't shake a sinking feeling in her core and a sharp pain in her limbs as she started to come to again.
Her vision returned after blinking a few times and after a second of getting her thoughts in order, she recognized it. She was staring at the underside of the city, the heavy construct of giant metal girders and huge bolts. Though the view was familiar - she had been exploring down here just a few days ago - something was off about it.
She couldn't think about it clearly, though, because the rest of her body started to come to and the first thing she felt was the alarming feeling of being trapped. She looked down at her body and jumped, instantly trying to wiggle out.
Her arms were pinned behind her back, rope tightly winding around her wrists and her elbows. More rope was wrapped around her waist and her torso, keeping her arms in place. Her legs were also bound with rope, around her thighs and just beneath her knees, but her ankles were trapped in a pair of iron manacles. A chain was attached to them, leading all the way up to a girder, wrapped around it and locked in place. Now the perspective made sense - she was hanging upside down.
Kat struggled fruitlessly for a few moments and tried to yell out, but her words were muffled by the thick stuffing of cloth in her mouth, kept in by her own scarf, wrapped around her head. The ropes didn't budge one bit, they only cut deeper into her skin. Whoever tied the knots clearly didn't care about her comfort.
"Ugh, finally. I was getting tired of waiting." Right before Kat's eyes, Raven dropped down from the top of the girder, suspending herself in midair. The blue shimmer over her skin, her hair standing seemingly upright, still obeying the natural force of gravity, and her white eyes staring at her, she looked scarier now than ever before.
Kat screamed into her thick gag, but Raven grabbed her by the chin, instantly silencing her with sheer intimidation.
"Pipe down. No one is going to hear you down here anyway. Be grateful I even stuck around." She reached for one of the ropes around Kat's torso and tugged at it. "I have things to do. And you will stay out of my way this time. I'll come back to feed you, if you're good. And maybe think of a better place for you."
She patted Kat's cheek a little too forcefully and fell upwards again, out of sight. Kat screamed after her, as well as she could, and started thrashing about again, to no avail.
Quickly, her anger gave way to fear and she started looking around frantically. She can't just keep me here, right? No, this isn't okay! Not at all! She has to let me go eventually! Right?
There was nothing in sight, just metal constructs, the city in the distance and the giant world pillar behind her. Letting out a frustrated grunt, she tried pulling herself up and dropping down again, rattling the chain. Her blood rushed to her head and she got dizzy immediately.
Kat was just about ready to cry, when a soft sound got her intention. Looking up, she saw a small, black head poke out from atop the girder. Dusty! The strange cat meowed and reached down, pawing the chain.
I appreciate the thought, buddy, but you're not breaking that. She sighed and closed her eyes. If Dusty was here, at least she didn't have to endure this position the entire time. She shifted gravity and allowed herself to float, hovering just beside the girder. It didn't make the bindings any more comfortable and, anchored to the girder as she was, she couldn't float away, but at least her dizziness dissipated right away.
Dusty meowed again, trying to get her attention, pawing at the chain one more time, but Kat was thinking to herself again. Damn her! I have to get out of this somehow. I refuse to just stay trapped here! She shifted her arms, trying to pull maybe her wrists apart, but not only could she not separate them, she couldn't even move them away from her waist. She tried her legs, but the rope was just as tight there and she couldn't even begin to try breaking the manacles.
Dusty meowed more insistently and when Kat still didn't react, he hissed loudly, finally startling her out of her thoughts. He pawed at the chain, finally causing her to look down at it. Just below the lock at the girder, a few links of the chain were rusted.
"Mmhff!" That's it! Kat bent her legs and pulled them to side a bit, to have the chain follow suit, before stomping down on it. She grunted in frustration when she missed, but bent her legs again, repeating the process. After a few attempts, one of her heels finally stomped down on the middle link, cracking it visibly.
"Mmmh!" Yeah! There we go! Just a little yank and that should be it! She tried to turn and pull at her legs, but suspended like she was, she couldn't do much, so she cancelled the shift and let herself drop. That this might have been a bad idea only occurred to her when the chain pulled taught and yanked at her entire body, making her yelp.
"Mhffhm..." Okay... not doing that again. Although... She looked up at the link and would have smirked, if her lips weren't stuffed. She let herself float and shifted gravity upwards, falling up before cancelling the shift again, this time bracing for impact. The chain yanked at her again and she barely suppressed another painful yelp.
But just moments later, the rusted chain link creaked and bent, finally snapping under the girl's weight on it's weakened material. Kat screamed for a second as she fell, before remembering to suspend herself again. She took a deep breath.
So far so good. I'm not exactly free, but I can go back to the city. After orienting herself, she shifted towards the city, falling in it's direction. As long as I make it there, someone is bound to find me! Eh, poor choice of words...
She stopped herself and carefully let herself fall onto another girder to take a breather, the chain dangling off one side. Who is going to find me, though? I mean... I'd like to think the people would be nice and help me, but if it's some pervert... She shuddered at the thought and decided not to finish that scenario in her head. I can't let anyone see me like this. I should just get home, I'm sure I have something to help me get loose!
She floated again, making herself fall towards the underside of the city again, only for the chain to yank at her again. Looking down, startled, she could see the links of the chains stuck on a loose bolt. Screaming in frustration, she tugged at the chain with her legs and thrashed about until it finally snapped loose again. As she fell towards the array of huge pipes above her, she took a deep breath. She is so going to pay for this.
It took some navigating, which proved even more difficult than usual, but Kat finally found her way back to the huge, out-of-service open pipe she had made her home in. Just seeing her bed inside and her mountain of... stuff... surrounding it, eased her mind. She was tied up and tired and sweaty, but at least she was home. Letting herself drop onto the balcony, she somehow managed to land on her feet.
Okay, need something sharp. She looked around her piles of allotted belongings and finally laid eyes on a splintered crate. Carefully turning towards it, she started hopping over, surprisingly quickly. In front of it, she turned and crouched down, starting to rub the rope around her wrists against the splintered wood, while Dusty sat by, watching her. After a little while, she could finally feel some progress, as the rope started to loosen.
For this, I'm going to beat her up and chain her to the Ferris Wheel., she thought to herself, patiently rubbing away.

Alternate Ending
It took some navigating, which proved even more difficult than usual, but Kat finally found her way back to the huge, out-of-service open pipe she had made her home in. Just seeing her bed inside and her mountain of... stuff... surrounding it, eased her mind. She was tied up and tired and sweaty, but at least she was home. Letting herself drop onto the balcony, she somehow managed to land on her feet.
Okay, need something sharp. She looked around her piles of allotted belongings and finally laid eyes on a splintered crate. Carefully turning towards it, she started hopping over, but yelped in surprise when someone grabbed her hair and yanked her back.
"Didn't I tell you to stay put?", Raven snarled into her ear, wrapping her other arm around Kat's stomach as she started struggling. "Guess I went easy on you. Fine, you're not getting away this time."
Struggling hopelessly and begging behind her gag, with tears forming in her eyes, Kat was dragged off by her dark-haired opponent, her hope crumbling before her.
