Digi City. A sprawling metropolis of 600 square miles, 3.5 million humans, and 4 million Digimon. Five districts, with much of the city's leadership based in the central Business District, and with the civic leadership consisting of the Digidestined.
To the seven million that lived here it was home. For one watching mind, it would soon be his headquarters.

Kari Kamiya, Deputy Mayor of the city and sister of Mayor Tai, was like the rest of the city in that she didn't have any idea of what was about to happen. She would merely be the first to find out how it would.
Outside the window of the apartment she shared with her brother, a single Bakemon lurked.
"There's only the one of them here, boss. Do I do it?" it asked.
"I told you not to contact me until you had them both infected!" His boss raged at the incompetent lackey.
"Uh, sorry boss... What do I do?"
"Just upload the code. She'll infect the other one as soon as he arrives."
"Okay, boss..."
Inside, Kari sighed as she read another report from the Fire Chief that was filled with cheap shots at the Police and the Police chief. Davis and Takeru had turned filing reports into an excuse to insult each other lately.
"I wish they'd just show some maturity for once in the lives!" She groaned
"Davis taking potshots at TK again?" Gatomon asked. Kari nodded.
"Yeah. It's not like there's even much for them to fight over. It's not like TK's cops can arrest fire or anything, and Davis's firefighters can't put bad guys out, can they?"
"Not unless you let TK buy flamethrowers for the Police."
Kari chuckled at the idea, only for her Digivice to beep.
"Huh? What's with that?" She pondered, picking it up. The screen was glowing...
"Gatomon, do you know what's wrong with this?" She asked, and then saw that her partner had frozen in place.
"Gatomon?!" She cried, and then the Digivice glowed brighter. In a fraction of a second, Kari's eyes widened... and then went blank. All sign of intelligence faded as the spark in her eyes vanished, her mind instantly blank. And in place of that mind, a program took over.
The Bakemon floated in, ignored by the Gatomon, that like her partner, was also blank-eyed. The human also did not respond.
"Boss... They're well under. Her and the Gatomon, no one's home..." It gleefully reported.
Just then, the Mayor arrived, walking in to find his sister and her partner standing statue-stiff and with a Bakemon floating in the room.
"Hey, what are you doing?!" He demanded of the Bakemon.
"Uh..." It said, panicking as the Mayor's Agumon walked forward too. Then it grinned as the Agumon froze.
"Nothing at all, your mayorship. Nothing at all..." The Bakemon said. Tai didn't see his own Digivice glowing, and as he tried to then speak, it was done. Unaware of what was happening, Tai became like his sister. The spark of intelligence faded, and he stood still. The Bakemon kept smiling.
"Boss, boss, we got them! We got them both!"
"Excellent. Now the programming should activate..."
On cue, the Mayor strode over to the phone. Robotically, he called a secretary at City Hall.
"Call together all the department heads and leaders. We must meet tomorrow, right away." He said in a monotone.
"Of course, Mayor. What should I tell them?" The secretary replied, not noticing the monotone.
"It is an emergency. It must remain confidential."

"Hey, what's this meeting for anyway?" Mimi asked her co-Tourism Chief.
"I dunno. Tai's secretary just said it was confidential. But everyone's being called in." Matt replied.
The two had just arrived at City Hall, and entered the conference room to find Matt's brother and the Police Chief, TK, waiting. His rival, the Fire Chief, Davis, was also waiting.
"Hey guys. Any idea what this is for?" Mimi asked.
"Probably some huge screwup by the Police." Davis taunted.
"Or someone complained about all their houses burning down because the Fire Department's too busy playing Soccer rather than doing their jobs?" TK shot back.
"Or maybe it's over how the two of you keep using your departments to fight this stupid argument all the time?" Matt noted.
"I hope so. It's not funny any more." One of the two Heads of Utilities, Yolei, said.
"Yeah. None of us even remember why it started. Do you?" Cody, the other Head of Utilities, asked.
Neither Fire nor Police Chief had an answer.
"Ken, do you remember?" Davis asked the head of Criminal Investigations as he arrived.
"Remember what?"
"Why TK started this argument."
"I don't, no, but we've got more important things to deal with."
"So you know what this is about?" Mimi asked Ken.
"No. But it's got to be big." Ken said.
The head of Public Health and head of Public Works both arrived soon after. Mimi asked them too.
"It's not a health issue. I'm not aware of anything." Joe said.
"And Public Works have no flaws. Everything is running prodigiously." Izzy added.
They took stock of who was missing.
"I think it's Transport." Davis mused, as Sora arrived late.
"Hope she didn't take her own buses or trains, she's the worst advert for them ever." Mimi joked.
"Yeah, so I showed up last. What's this all for anyway?"
A sea of blank looks replied.
"So... He's called us all in for some confidential emergency but it's nothing to do with any of our departments? This is weird..."
At that, The Mayor's secretary entered.
"The mayor will be arriving soon." The secretary said. None of the Department Heads noticed the dull monotone of the civil servant...
"Good. What's the betting even he doesn't know what the emergency is?" Mimi grumbled.
It wasn't long until the Mayor and his Deputy arrived. They strode past to the head of the table. Unknown to the Digidestined, each of their Digivices began to glow. Across the city, their Digimon froze in place...
"So, Tai. What's the emergency?" Mimi asked. The Mayor, robotically, pressed a button on a phone.
"The Mayor and the Deputy Mayor are the emergency, I'm afraid..." The speaker proclaimed.
"That voice! Thats..." TK exclaimed, shooting out of his seat. However, the first ones passed by the mayor sat listening.
"Be seated, please." Kari said in the same monotone. TK was about to protest, but suddenly froze. The ten others in the room were now motionless.
"As I'm sure you are now unaware, your Digivices have been infected with an overwrite code that has shut down your minds. Your personalities as they once were are gone.
All stared forward. Their eyes now lifeless. Their minds now blank as the overwrite code did its work.
"You will now all call me Master, for I now rule you. Your task now, is simple...

Soon after, every police officer and firefighter, every doctor and nurse, every single city worker, was alerted to head to many places across the city, the largest being the park opposite the City Hall. Unwittingly, they followed the orders to establish at these locations a number of emergency medical facilities, and prepared to deal with the fake disaster they had been told of. Meanwhile, the news and the emergency broadcast system over the network of Digivices warned the city of a false emergency. Many reports repeated the same basic warnings.
"A viral outbreak threatens the city. All citizens are to proceed calmly to their nearest hospital or to a number of emergency locations to be screened. A vaccine is available, and will be given to the most needy cases, but those infected are to be quarantined for the duration..."
No one knew that the code was already planted, and that as the worried citizens made their way to their nearest emergency location or hospital, they did not notice as they began forgetting. Upon arrival, the legions of citizens were blank-eyed, and mindless zombies.
In less than an hour, the whole city was under.

He could not help but to smile. His largest assembly of new Slaves, in the park centre set up by his now vastly outnumbered small army of Bakemon minions, stood in rows before him.
"Boss... All the other sites are sending everyone in to be sure the code's taken on everyone. What do we do to anyone not fully under?" A Bakemon asked.
"We infect them again and again until it takes. No one can resist my code for long..." He mused. He then decided to look into the army, and grinned at what stood at its head. The first twelve humans and first twelve digimon under his control.
"Ah, the Digidestined. How the mighty have fallen. In less than a day I have taken your minds as my playthings..."
He walked down, flanked by his Bakemon. The new ruler of Digi City gloated as only he could.
Not even TK, who had recognised his voice, was able to see the being that now controlled over seven million new slaves. His victory was total
Myotismon had won. He continued gloating, as he stood in front of his slaves.
"Okay, what are we going to do next, Boss?" A Bakemon asked. Myotismon stared into the eyes of the Digidestined, his new soldiers, and replied.
"I rule this pathetic city and have the Digidestined as my slaves today. Tomorrow... There's a whole other world out there that will be ours."
