It looked like some sort of secret CIA or FBI person-recognition device.
Charlie was amazed when he selected one of the people on the list and pulled the trigger of that pistol, targeting another passerby. This passer-by literally changed before his eyes and became a completely different person and, as if nothing had happened, went on. Only after that, Charlie realized that this was not a simple pistol and, when choosing a person, found more items at the very bottom called "exchange parameters" in which there were ticks with the parameters "consciousness", "body" and "life" in two columns (for each from exchanged). After some more experimentation, he realized that the device can change people with bodies. He never removed these check marks in the parameters, so as not to spoil the life of other people and the exchange for each of them was painless, in other words, they did not even suspect about anything, except that they simply suddenly found themselves in a different place for themselves.
