It's supposed to be a follow up to this picture:
A group of acolytes working at the Temple of Ardat have run afoul of a group of adventurers. Having knocked the girls out, our "heroes" have now bound and gagged them as well, so they can't raise the alarm when they finally come to. The acolyte on the right has graciously "donated" her robes to be used as binding material to tie up her and her friends.
